The government is rolling out new travel rules , including universal on-arrival COVID testing for air travellers coming to Canada from places other than the United States.
Fully-vaccinated air travellers who undergo on-arrival testing will then have to quarantine until they get their test results. Unvaccinated air travellers with a right to enter Canada who test on arrival, meanwhile, will have to quarantine in what's called a Designated Quarantine Facility until they get their results.
Once they're out, they'll have to speak to a Public Health Agency of Canada officer to make sure they have another secure place to finish their day quarantine. They still have to test on their eighth day of quarantine, too. As of Friday, December 4, the government was still setting up on-arrival testing for travellers not coming from the United States at airports across the country, according to Health Canada.
These new rules are in addition to the pre-departure requirement to present a negative PCR COVID test taken within 72 hours of a flight leaving for Canada — though there's an exemption for fully-vaccinated Canadians who are outside the country for less than three days. The U. Ontario Chief Medical Officer Dr. It's not one that we would bring forward," Dr. Moore said at a January 12 press conference.
Calling the measure "punitive," the chief medical officer said Ontario has instead focused on "[increasing] availability and accessibility. Moore said, "the increased risk of severe outcomes had to be balanced by maximizing immunization.
His comments echoed those of other critics , who have argued that the unvaxxed tax will unfairly punish members of vulnerable populations, such as unhoused Quebecers and people with mental health problems.
He called the tax an additional "health contribution. The Quebec government has not yet said how much the tax will be, though Legault said he's aiming for a "significant" sum. Nationwide, the federal health minister, Jean-Yves Duclos, has predicted provinces will move in the coming months to mandate vaccination against COVID While the idea has garnered some support — for instance, Chamber of Commerce of Metropolitan Montreal president Michel Leblanc called the measure "fair" and said "anything that helps reduce the strain on the healthcare system brings us closer to resuming a return to more normal life" — it has also been fraught with criticism.
According to MQRP, the unvaccinated are not the ones to blame — or at least not the only ones to blame — for the strain COVID is currently placing on the province's health care network.
Rather, it says, government mismanagement, including "austerity and centralization reforms" brought the health care system to "the end of its rope" before the pandemic even started.
MQRP's statement also discussed the "slippery slope" effect this measure could have in terms of opening the door to a health contribution system based on risk factors.
Currently, health care taxes are collected based on income, which means they don't take lifestyles or pre-existing health conditions into account — even when those factors could increase the likelihood of people getting sick or injured.
